SUNECT: TECFhlCAL SPECIFICATION CHANGE REQUEST NPF-38-77 (TACNO.67838)

On March 29,19EC. the Louisiana Power and Light Corpany sutcitted a proposed license anendment fcr Waterford 3 to define the review responsibilities of the Plar,tCperationsReviewCerrittee(PORC). We have reviewed the proposed change and have discussed the issue with ) cur staff and the F0FC. It is our position that the cbjectives being sought by the proposed changes can be accomplished within the existing Technical Specifications and no change is necessary, i Cr.e of the prire responsibilities of the FORC is to provide a multidisciplined I safety review of, aren9 other things, procedures and proposed changes to l prccedures. The current Tectnic31 Specifications allow the FORC to delegate l the perfore.ance of reviews but the FORC nust maintain cognizance over and responsibility for them. Reviews have and can be done by subcoerrittees under these provisions of the Technical Specifications and it is not anticipated nor is it necessary for the PCRC to duplicate everything done by the subcorrnittees.

It is espected, however, that a procedure be established and followed on the delegation to subcortnittees, the subcomittee reporting to the FORC, and a periodic audit of the subcortnittee effort by the F0FC. The subconsnittees ray act on procedure changes that have no safety significance but it would be expected that the PORC review those that the subccernittee found to be question-able or with safety significance.

As we stated above, the proposed changes to the Technical Specifications are not necessary for Waterford to achieve what we believe to be the c'jective of the change. We therefore deny the request of Parch 29, 1988. If, however.
