In response to TMI Action Plan Item III.D.1.1, "Integrity of Systems Outside I Containment Likely to Contain Radioactive Material for Pressurized-Water Reactors and Boiling-Water Reactors," licensees were required to implement a  !

program to reduce leakage from systems outside containment that would or could  !

contain highly radioactive fluids during a serious accident or transient to  !

The NRC staff's acceptance of the leak reduction program for Perry Unit 1 is documented in Supplemental Safety Evaluation Report l (SSER) No. 8 dated January 1986, Section 11.5. This program was required (as l committed to by you in the USAR under License Condition No. 15) to be implemented prior to full power operation.
