Quad Cities Station Units 1 and 2 Application for Amendment to Facility Operating Licenses, DpR-29 and 30, Appendix A, Technical Specifications NRC Docket Nos. 50-254 and 50-265

Dear Mr. Murley:

Pursuant to 10 CFR 50.90, Commonwealth Edison proposes to amend Appendix A, Technical Specifications to Facility Operating Licenses DPR-29 and DPR-30. The proposed amendment clarifies the Rod Block Monitor (RBM)

Operability and bypass time requirements. This change requires that wherever the possibility of Rod Withdrawal Error exists, at least one RBM must be operable. RBM is sufficient to prevent violation of the MCPR safety limit during the worst case unrestricted rod withdrawal.

The proposed changes have been revieued and approved by both On-Site and off-Site review in accordince with Commonwealth Edison Company procedures.

We have reviewed these proposed amendments in accordance with 10 CFR 50.92(c) and determined that no significant hazards consideration exist. This evalua-tion is documented in Attachment 3.

Commonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter and its attachments to the designated State Official, l

In accordance with 10 CFR 170, a fee remittance in the amount of

$150.00 is also enclosed.
