White Senior Vice President, Nuclear Power Tennessee Valley Authority 6N 38A Lookout Place 1101 Market Street Chattanooga, TN 37402-2801 Dear Mr. White: SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORT NOS. 50-259/85-16, 50-260/SS-16, AND 50-296/8S-16) This refe-s to the Nuulear Regulatory Commission (NRC) inspection conducted by G. L. Paulk on May 1 - June 11, 1988. The inspection included a review of activities authori:ed for your Browns Ferry facility. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed inspection report. Areas examined during the inspection included operational safety, maintenance observation, restart testing, fuel reconstitution, General Electric contractor recommendations, seismic analysis of the Standby Gas Treatment Building, Q-List program implementation, employee concerns, Unit 2 drywell fire followup report, licensee action on previous inspection findings, and licensee action on pre- i vious enforcement matters. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress. The inspection findings indicate certain activities appeared to violate NRC requirements. The violations, references to pertinent requirements, and elements to be included in your response are described in the enclosed Notice of Violation. Violation C does not require a response since the corrective action was satisfactorily completed by the end of the inspection period, in accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2, Title 10 Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room. The responses directed by this letter and the enclosures are not subject to the clearance procedures of sne Office of Management and Budget issued uncer the Paperwork Reduction Act of 1980, PL 96-511.
