NRC INTEGRATED INSPECTION REPORT 50-293/98-07 AND NOTICE OF
VIOLATION

Dear Mr. Olivier:
.
On September 6,1998, the NRC completed an inspection at the Pilgrim Nuclear Power
Station in Plymouth, Massachusetts. The enclosed report presents the results of that
inspection. The inspection report also discusses an NRC review of the control room
ventilation system that was performed outside the inspection period.

During the six weeks covered by this inspection period, the conduct of activities at the
Pilgrim facility was characterized by safe plant operations. Operator performance during a
j
,
. number of power changes to correct condenser fouling conditions was noteworthy.
l

As a result of this inspection one violation, involvirig deficiencies in the control room
l
ventilation syatem, was identified. Specifically, as-built' system design deficiencies were
'
identified and operational procedures and the design analyses were inconsistent. These
deficiencies are described in the enclosed Wotice of Violation included as Enclosure 1.
Your corrective actions provided in Licensee Event Reports (LERs) 50-293/98-08and 98-
16, and described in this report, were prompt and thorough. Accordingly, you are not
required to respond to this letter unless the descriptiora contained therein does not
accurately reflect your corrective actions or your position. In that case, or if you choose to
provide additional information, you should follow the instructions specified in the enclosed
Notice.
In accordance with 10 CFR 2'.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR). To the extent
,
possible, your response sr.ould not include any personal privacy, proprietary, or safeguards

information so that it can be placed in the PDR without redaction.
