Gentlemen:

This forwards the report of the Systematic Assessment of Licensee Perfonnance

(SALP) for hkansas Nuclear One, Units 1 and 2. The SALP Board met on

August 16, 1988, to evaluate ANO performance for the seriod of January 1,1987,

'through Jure 30, 1988. The perfonnance analyses and resulting evaluations are

documented in the enclosed SALP Board Report.

In accordance with NRC policy, I have reviewed the SALP Board Assessment and

concur with their ratings. Since this assessment was conducted in accordance

with the recently revised NRC Manual Chapter 0516 with restructured functional

areas, direct comparison of some of the performance ratings in this report

with those in past SALP reports is not appropriate. However, while some

apparent weaknesses were identified, it is my view that the overall

performance at ANO has continued on an improving trend. Tiie following

ipecific areas merit highlighting:

1. The ratings in the functional areas of Plant Operations and Radiological

Controls continued the Category 1 performance from the previous SALP

period. This indicates strong individual performance as well as

effective management involvement in these areas.

2. The rating in the functional area of Emergency Preparedness improved to a

Category 1 from a previous Category 2 rating. Increased management

involvement has been effective in this area.

3. The rating in the functional area of security improved to a Category 2

from a previous Category 3 rating. Management attention, initiatives,

and involvement with security matters has improved, and I encourage

continued emphasis on this area.

4. The remaining three functional areas of Maintenance / Surveillance,

Engineering / Technical Support, and Sofety Assessment / Quality Verification

all received a Category 2 rating. A coninon theme through these areas was

weaknesses in root cause evaluations, narrow corrective actions, and

ineffective communications between maintenance and engineering. During

the SALP period, program changes were implemented in these areas and you

are encouraged to monitor and assess the effectiveness of these changes

during the present SALP period.

5. A decline in the timeliness and quality of licensee submittals in

response to NRC initiatives and for license amendments was noted during

this SALP period. Significant improverrant is needed in this area.

A management meeting is scheduled with you and your staff on October 21, 1988,

to rev' sew the results of this SALP report. Within 30 days of this management

meeting, you are requested to coment, in writing, to this office for all  ;

areas which received a SALP Category 2 rating.

Coments which you submit are not subject to the clearance )rocedures of the

Office of Management and Budget as required by the Paperwor( Reduction Act of

1980, PL 96-511.

A copy of your written coments will be included in the final distribution of  ;

the SALP report.
