Resident Inspection 50-245/88-05 (3/22/88 to 4/25/88)
This forwards the report for the above subject inspection of Millstone 1.
The
results of the inspection were discussed with Mr. J. Stetz of your staff at the
conclusion of the inspection.
No violations were identified and no reply to this
letter is required.
In Report Detail 7, the as-found Containment Integrated Leak Rate Test was noted
to have fsiled.
In such cases, NRC review and approval of the subsequent test
schedule is required by 10 CFR 50 Appendix J.
Please submit, for review, your
CILRT schedule and the rationale therefor.
We have reviewed the responses in your April 14, 1988 letter addressing the re-
portability of inoperable APR check valves, as discussed in the violation forwarded
in our letter dated February 16, 1988. We have no further comment regarding your
corrective actions at this time. However, as discussed during the SALP management
meeting on April 28, 1988, apparent differences in the NRC and NNEC0 positions on
the reporting-criteria warrant further review.
This matter will be discussed fur-
ther with your staff incident to routine evaluations of event reporting.
