Background

f i On September 8.1988. GA subenitted an application for license amendment I requesting authorization to ship 16 TRIGA fuel elements from the University of Missouri in Rolla. Missouri, to GA in San Diego, California. GA plans to use this unirradiated fuel to meet other customer contractual commitments.

The packaging and shipment authority is covered under a general license in 10  !

CFR 71 and therefore will not be authorized by this amendment. liowever, the l current license states that the authorized place of use is at GA's San Diego.  !

California facility; and hnce. GA will need the authorization to possess the 1 fuel at the University of Missouri for the purpose of packaging the fuel  :

elements for delivery to a carrier. Therefore, it is recomended that Condition i 30 be added as follows:  ;

30. The licensee is hereby authorized to possess 16 TRIGA fuel elements at

> the University of Missourt for purpose of packaging the elements for  ;

i delivery to a carrier as specified in the amenoment application dated ,

September 8. 1988.

Thw 16 fuel elements are low enriched uranium, each containing 34 grams of  :

1 U-235, for a total of 544 grams of U-235. Since this is less than a critical I mass, i.uclear criticality safety is assured.

Conclusion / Findings The staff finds that the proposed change to the license will have no adverse effect on the public health and safety or on the environment. Approval of the amendment application is reconnended.
