REQUEST FOR WI1HHOLDING INFORMATION FROM PUBLIC DISCLOSURE Re:

Haddam Neck Plant By letter dated February 6, 1986, Connecticut Yankee Atomic Power Company (CYAPCO) submitted three copies of a report entitled:

" Local Surface Heat Flux Engineering Hot Channel Factor Calculational Methodology" (Proprietary)

Further, you requested that these reports be withheld from public disclosure pursuant to 10 CFR 2.790.

The information in the subject report serves to document the revised engineering hot channel factor used in the fuel cycle design process.

i This information is customarily held in confidence and to the best of Babcock and Wilcox's knowledge and belief is not available in public sources. Babcock and Wilcox contends that the release of this information would enable a competitor to use the information without purchasing the rights to use the information or could cause harm to the competitive position of Babcock & Wilcox.

We have reviewed the submittal and supporting affidavit based on the requirements and criteria of 10 CFR 2.790 and, on the basis of Babcock and Wilcox's statements, have determined that the submitted information sought to be withheld contains proprietary commercial information.

It is our belief, pursuant to 10 CFR 2.790(b)(4) and Section 103(b) of the Atomic Energy Act of 1954, as amended, that, at this time, the right of the public to be fully apprised of the subject information does not outweigh the need to protect Babcock and Wilcox's competitive position.

Accordingly, we have determined that the information should be withheld from public disclosure. We, therefore, approve your request for withholding pursuant to 10 CFR 2.790 and are withholding the reports described above as proprietary.
