When sending a rule or major policy matter to the ACR$ for review. the Staf f of fice. involved (ACRS Coordinator / Project Engineer) will ensure that the ACRS is provided with a copy of other related documents such ,
as differing judgments on technical issues among the NRC Staff peellt -
coments, NRC Staf f's resolution of public coments, etc. ,
In addition, ACRS will have the option of reviewing a specific doceent 7y. during its public comment period and at such other times as considered appropriate by the cognizant ACRS Subcomittee. Under such circum-stances, the NRC Staf f (ACR$ Coordinator / Project Engineer) will be informed as early as possible of anticipated ACRS full Comittee and Subcommittee a ct i vitie s and will provide the time, to the degree practicable, required for the ACRS input.

The' Regulatory Guide 1.68.3 was sent to my office for concurrence prior to final printing and distribution (Enclosure 2). I believe this Guide should be reviewed by the CRGR. Please have your staff prepare a short briefing for the next CRGR meeting on January 7,1982, from 1-5 pm in Room 6507 MNBB.
Your staff should emphasize the safety benefits to be gained from the proposed requirements, the costs to the licensees and the proposed implementation schedule.
