This refers to the Nuclear Regulatory Comission (NRC) inspection conducted by

F. N. Wright on July 12-15, 1988.

The inspection included a review of

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, no violations or devihtions were

identified.

During the inspection, the inspectors reviewed the personnel exposure records

i

for the individual contaminatvd with a hot particle described in Inspection

!

i

Report No. 50-395/86-22. The individual's exposure records did not include the

i

calculated skin dose of 420 rems based on current regulatory guidance in hB5

l

i

l

Handbook 59 and IE Notice 86-23.

As reported in our letter to you dated

December 3, 1987, the NRC recognizes that the calculated dose of 420 rems based

[

,

i

on the current NRC staff position is very conservative and that the individual's

l

!

dose record should contain a notation of the circumstances of this dose to put

l

l

the dose in proper perspective.

However, it is the NRC position that the

l

)

individual's dose record must include the exposure calculated in accordance with

j

the current NRC staff positien.

i

in accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2.

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room,
