APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
This application seeks to amend Specifications to eliminate inconsistencies in the Limiting Conditions for Operation regarding spiral core off-load /on-load refueling identified by the Authority and described in NRC Inspection Report No.
50-333/86-23.
Similar changes regarding control rod drive maintenance and refueling interlocks are also included.
Specifications to permit spiral core off-load /on-load refueling were originally incorporated into the FitzPatrick Technical Specifications as part of Amendment 59.
Most of the changes proposed in this amendment rcquest do not involve hardware or operating procedure changes.
Accordingly, they have been classified as administrative changes.
One change, involving spiral on-loading around an installed SRM, will require minor procedural changes. 8805260172 880517 PDR ADOCK 05000333 P
