DESCRIPTION:

i The CDV-791/CDV-792 is a steel clad lead containment system used.

by FEMA and-its contractors to transport and store millicurie quantities of Co-60 or Cs-137 that is doubly encapsulated.. The radioactive materials are placed in a CDV-791 first, a smaller, steel. shielded, lead filled container which is then placed in the CDV-792. The CDV-791 is cylindrical in shape with an outer diameter of 3-5/8 inches (92.1 mm) and a height of 3-7/16 (87.31mm). The CDV-792 is cylindrical with an outer-diameter of 8-3/4 inches (222.3 mm) and a height (excluding handles) of 8-5/8 inches (219.1 mm).

The container contains an

' internal cavity with a diameter of 4-3/8 inches (111.1 mm) and a depth of 5-1/4 inches (133.4 mm). The lid is secured with four bolts 90 degrees apart.- Two of the bolts, 180 degrees apart, are i

permanently welded to the flange on the container.

The' remaining i

two bolts are removable and are replaced by padlocks during i

storage.

The removable bolts contain a transverse hole through the bolt near the end where the nut is placed.

After the nut is secured,.a wire seal is placed-through this hole and crimped to prevent unauthorized opening.

The nut cannot be removed without breaking this seal.

i The container and lid each contain handles for lifting the container.and removing the lid.

A CDV-792 container without the lid. weights approximately 140.lbs (63.4 kg).

The lid weighs an additional 45 lbs (20.4 kg). The CDV-191, inner container, weights 16 lbs (7.2 kg).

The maximum total shipping weight of a complete assembly will weigh no more than 210 lbs (95.1 kg).

The CDV-792 has three adhesive backed labels affixed to it. One label contains the words "OCD Item No.

CDV-792, Model No.

4, Serial No.,

Radioactive Material, B.E. Permit No.

361, I.C.C, No.

55xxx", and the manufacturer's name, city and state.

The secono label contains the words " USA DOT 7A Type A,"

" Radioactive Material, Federal Emergency Management Agency, Washington,

D.C." and tde gross weight of the container 210 lbs.

The third label is affixed to the lid and meets the requirements of 10 CFR 20.1901 and 20 CFR 20.1904.

CONDITIONS OF NORMAL USE:

The Model CDV-791 and CDV-792 are used to provide sufficient shielding and containment for FEMA sealed sources during storage or transport.

In addition, these containers are designed to maintain their performance for the normal and accident conditions characteristic of a Department of Transportation Type A Package.

PROTOTYPE TESTING:

l The CDV-792 container was tested in accordance and meets the l

Departmer.t of Transportation (DOT) Type A Packaging requirements l

that inciuded the following:

The CDV-191 was omitted from testing since it is not considered an integral structural part of the containment system.

EXTERNAL RADIATION LEVELS:

When a single source containing 10 millicuries (370 MBq) of Co-60 is placed in the CDV-791, the gamma exposure rate at any point on the surface of the container shall be less than 1.5 R/hr (15 mSv/hr).

CDV-792) containers, the gamma exposure rate at any point on the surface of the CDV-792 container shall be less than 25 mR/hr (0.25 mSv/hr).

OUALITY ASSURANCE AND CONTROL:

Federal Emergency Management Agency had a quality and control program which was deemed acceptable for licensing purposes by the NRC.

I LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:

  • This device may be used only by specific licensees of the NRC or Agreement States.

  • These devices will no longer be commercially distributed but may still be approved for licensing purposes.

This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC.

SAFETY ANALYSIS

SUMMARY

FEMA had notified the NRC that effective August 15, 1996, radioactive sources in their possession would be either transferred to a properly licensed recipient or disposed of as radioactive waste.

These devices had been previously deemed acceptable for licensing purposes by the NRC.

Based on the DOT Type A Packing Classification for the Model CDV-792, we continue to conclude that these containers are acceptable for specific licensing.
