, NOTES ON "PROCESS DIAGRAM FOR DEVEIDPING AND MAINTAINING THE PROGRAM ARCHITECTURE" The attached subject Process Diagram for Developing and Maintaining the Program Architecture (PA) presents the ptincipal Element /Subelement, integration, QA certification, and NRC re riew and approval aspects of the program. Many details that occur within each of these blocks are not shown. Such details will be developed and incorporated in Technical Operating Procedures and other guidance documents, as required.

The Process Diagram allows the Center management to identify subsets of the regulations and statutes to be processed through portions or all of the process. Processing of subsets is anticipated to be needed from time-to time to meet particular schedule constraints and NRC programmatic needs. Block 6 expressly identifies such a major decision point that became necessary in light of the acceleration of the PA development (see letter of June 23, 1988).

It is currently anticipated that subsets of the database that comprised WSE&I Major Milestone No. 12 will be reviewed and revised by the Program Architecture Review Committee, and further processed. These selected subsets (which had progressed to Block 5 prior to revision of the Process Diagram from 20 to 22 steps) will be processed through the sequences beginning with Blocks 3, 4a, and 4b and ending in Block 15 in support of the 12/21/88 deliverable identified in the letter noted above. Gisten the identified schedule and resource constraints, only the most time critical subsets will be processed through the PARC prior to December 1988; all items will be completed prior to the 9/89 delivery of the completed PA. The specification for the 12/21/88 deliverable will provide more complete information regarding the extent to which processing vill occur (see Milestones R5 and R6 in Attachment 5).

d Center Plan for Revision of Systems Engineering Approach and Continued Development of the Program Architecture BACKCROUND The development and presentation of USE&I Maj or Milestone No. 18 was a significant programmatic success. Its completion resulted in a proof in concept for the systems engineering approach and the computer based system for implementing that approach. In the process of developing and evaluating the FA and PASS, and responding to NRC staff critiques of this ailestone, the Center has found that several modifications will be required to ensure that the PA and PASS fulfill the requirements of the Center and the technical and legal staffs of the NRC throu5hout the licensing process.

At th4* same time. NRC reco5nition of the capabilities of PA and PASS has led to urgent requests for the system t.o be pushed to a programmatically useable form in less than one third the time that was originally estimated (Deccaber 1988 versus September 1989). Such an approach is fraught with risk and, if not carefully and deliberately restrained, could lead to the failure and abandonment of the systematic course on which we have together embarked; a course that the Center believes is the only option identified to date which provides a reasonable likelihood of guiding NRC in the successful fulfillment of its HIM licensing mission.

Certain acceleraterevisions the may be able to be implemented that could significantly development process (for parts of the system) while controlling the programusatic risks to the extent possible. The approach that is bein5 sequentially evaluated and undertaken by the Cancer is described briefly below.

A7PROACH In view of the time and resource constraints present, in recognition of the desire of all parties to have an operai:1ot.at FA and PASS in place as soon as

. possible, and in light of the results of "lessons learned" in developments to date. the Center is undertaking a significantly different approach in continuing the development of the PA than has been taken to date.

that is accurate and (b) use terminology that is consistent and compatible with the licensing process. The involvement of NRC 0CC has been pivocal in this regard. Development of consistent terminology is currently one of two "pacing" items in the program development.

Second, enhanced controls on development have been found to be appropriate due to the complexity of the task, the multiplicity of skills and backgrounds brought to bear, and the magnitude of the effort. .i second "pacing" item is the development and approval of technical operacing procedures and associated guidelines or work inscructions to control the development and review of the intermediate and final products of PA development.

Third, a potentially viable approach for acceleracing development of salected portions of the PA has been identified. This approach calls for segmencing the suite of applicable statutes and regulacions according to five timeframes of when staff accion is required. These timeframes have been tentatively identified as:

During site characterizacion and evaluacion.

Prior to construction.

During operacions, includin5 operational monitoring.

Prior to the decision to close and decom:sission, and Post closure, including posc closure monitoring.

To be of substantial benefit in acceleracing the time ac which the PA and PASS will be pro 5rammatically useable, the first category must result in a significant reduction in the nu=cer of reSulations and statutes that must be considered. It is not clear at this time whether this is true. If noc.

PROCESS The Center is currently sequentially evaluating and implementin5 steps that

. vill lead to a modification of the systems engineering process that was described first in our proposal and subsequencly elucidated in the t'SE&I operations Plan. These are described briefly below and are shown in logical sequence in the attached figure. For purposes of discussion, the target product is referred to as the "12/21/88 deliverable." It is not clear at this ti=e what vill comprise this deliverable or whether it can be completed on that date.
