SUBJECT: NRC INSPECTION REPORT 50-313/98-302; 50-368/98-302
Dear Mr. Hutchinson:
From September 14-18,1998, an NRC inspection was conducted at your Arkansas Nuclear
One, Units 1 and 2, rea;; tor facilities. The enclosed report presents the scope and results of
that inspection.
The inspection included an evaluation of 6 applicants for reactor operator licenses and
6 applicants for senior operator licenses for Unit 1. We determined that 11 of the applicants
satisfied the requirements of 10 CFR Part 55 and the appropriate licenses have been issued.
While the submitted written examination was adequate, the operating test portion of the
examination including the facility and control room systems walkthrough portion, the integrated
plant operations portion, and the administrative topics portion were inadequate for
administration, as submitted. Required changes involved revision or replacement of follow up
questions to job performance measures, revision or replacement of the administrative topics
portion, and substantial modifications to the dynamic simulator scenarios to conform to the
guidance in NUREG-1021, " Operator Licensing Examination Standards," Interim Revision 8.
These revisions were necessary to satisfy the NRC's individual test item expectations,
consistent with the NRC's Examination Standards. We reviewed our specific concerns and
recommendations with your staff and believe they now have a better understanding of the
NRC's examination expectations. We commend your staff for their prompt and effective efforts
to enhance the examinations with no adverse effect on the examination schedule.
Consequently, no further response to address this matter is required.
In accordance with 10 CFR 2.790 d the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).
