During an NRC inspection conducted on December 9-13, 1985, two violations of NRC f
requirements were identified.
The violations involved failure to submit changes l
to the emergency implementing procedures and failure to document the procedure review.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

Failure to Submit Changes to Emergency Implementing Procedures 10 CFR 50, Appendix E, Section V, requires that changes to the Emergency Plan and Procedures be submitted to the NRC within 30 days of such changes.
.l Contrary to the above, Procedures EIP 2-014 and EIP 2-017 were revised and implemented on October 10, 1985, and had not been submitted to the NRC at the time of the inspection on December 10, 1985.
This is a Severity Level IV violation (Supplement VIII) (50-458/8580-01).
B.
Failure to Document Procedure Review 10 CFR 50.54(q) states, in part, "A licensee authorized to possess and/or operate a nuclear power reactor shall follow and maintain in effect emergency plans which meet the standards in 50.47(b) of this part and the requirements in Appendix E to this part. The nuclear power reactor 1
licensee may make changes to these plans without Commission approval only if such changes do not decrease the effectiveness of the plans and the i
plans, as changed, continue to meet the standards of 50.47(b) of this part and the requirements of Appendix E of this part."
i Contrary to the above, a review of the Facility Review Committee (FRC) meeting minutes for the meeting held on October 9, 1985, did not indicate

that the changes to EIP 2-014 and EIP.2-017 mentioned above had been reviewed and documented against the criteria of 10 CFR 50.54(q) and in accordance with the requirements in EIP-2-100. Other related review and I
comment documents failed to document that the requirements of 10 CFR 50.54(q) were considered or satisfied.

Notice of Violation Pursuant to the provisions of 10 CFR 2.201, Gulf States Utilities is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:
(1) the reason for the violations if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
