CLINTON POWER STATION - ACCEPTANCE OF 0FFSITE DOSE CALCULATION MANUAL, REVISION 2, DATED OCTOBER 1986 (TAC NO. 67771)
REFERENCES:
(a) December 23, 1985 letter from F. A. Cpangenberg to the Director of NRR.
(b) Februa ry 14, 1986 letter from W. R. Butler to F. A. Spangenberg (c) August 28, 1987 letter from F. A. Spangenberg to A. B. Davis.
Per reference (a), Illinois Power Company (IP) provided an Offsite Dose Calcalation Manual (ODCM), Revision 1, dated November 1985, for the Clinton Power Station. Referenct (b) documented the staff's acceptence of this ODCM.
Accompanying reference (c) was the Clinton Semiannual Radioactive Effluent Release Report for Feoruary 27 through June 30, 1987 and a complete Revision 2 to the Clinton ODCM dated October 1986.
The Revisinn 2 ODCM for Clinton has been reviewed for us in its entirety by our contractor, EG&G Idaho, Inc. Their discussion and connents are contained in a TER, EGG-PHY-8097 (enclosed). We agree with the contractor that this ODCM uses methods that are, in general, consistent with staff guidelines and is an acceptable interim reference. However, in the TER there are listed a number of discrepancies and suggestions, some typugraphical in nature, others dealing with technical issues.
Since these questions involve refinements to a basically sound document, there is no need for innediate action. However, 000 okk 0 N

- r-we request that all of the points raised in the Conclusions Section of the TER be addressed by IP within six months of the date of this letter in a new revision to the ODCM.
