Inspection 50-352/88-08

This letter transmits the routine resident safety inspection by Messrs. T.

Kenny and L. Scholl from March 11, 1988 - April 30, 1988 at the Limerick

Generating Station, Limerick, Pennsylvania.

The inspection consisted of

document reviews, interviews, and observation of activities.

The results have

been discussed with Mr. Graham Leitch of your staf f.

The inspec'. ors identified a concern with regard to procedure changes. Two

examples are identified in section 2 of this report (stram solenoid valves

section 2.3 and HPCI operation section 2.2.1).

Changes were mide to procedures

for a specific purpose but after the fact the operators did not fully appreciate

why the procedures were changed nor did the operators recognize the problem

which caused the procedures to be changed.

This area should be reviewed by

plant management in order to correct the concern.

Based on our inspection, a violation of administrative controls resulted in a

temporary procedure change not being entered in a special event procedure.

This error could have caused a delay in operating the D-14 emergency diesel

generator in the local mode.

This violation has been categorized by severity

level according to 10 CFR Part 2, Appendix C (Enforcement Policy).

You are

required to respond to this violation and in preparing your response you

should follow the instructions in Appendix A.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures

will be placed in the Public Docu-ent Roem.

The response directed by this

letter and the acccmpanying notice are not subject to the clearance procedures

of the Office of Management and Budget as rcquired by the Paperwork Reduction

Act of 1930, PL 96-511.
