N05. 50-348/88-04 AND 50-364/88-04
This re.fers to the NRC's Systematic Assessment of Licensee Performance (SALP)
Board Report for your Farley facility which was sent to you on June 8,1988;
our treeting of July 7, 1988, at which we discussed this report; and your
written coments dated August 2,1988, relative to the report.
We have reviewed your written coments as discussed below:
Coments 1 & 2 (Page 12, 2nd 1)
Alabama Power Company (APC) stated that the paragraph in question, contained
several factual errors in regard to steam generator and secondary side chemical
trea trr ent.
The paragraph has been revised.
See enclosed Appendix.
Coment 3 (Page 15, 2nd 1)
APC states that the deviation for failure to control clams in service water is
not indicative of the progress that has been made since August 1,1986.
i.xtensive testing during the SALP period has resulted in the developrnent of an
effective methodology which is envirorcentally acceptable.
Your coment is noted.
This subject has been reflected at length in
inspection report correspondence.
The SALP reflects our position.
Your
response is enclosed for the record.
Coment 4, 5 & 6 (Page 26, 2nd & 4th 1s/page 32,1st & 2nd 1s)
APC addresses two major topics in these paragraphs.
The topics relate to
environrental qualification of electrical equipr.ent and the hydrogen buildup
in the charging purrp suction line.
Our position on both of these topics was
provided to you in our correspondence related to proposed escalated enforce-
ment.

In preparing the SALP report, these issues were written with the intent to
place the natters in the proper perspective, recognizing that the issues were
the topic of planned escalated enforcerent which APC had not responded. These
issues will be further examined in escalated enforcement correspondence.
Therefore, we agree that the SALP is not the appropriate forum to thoroWhly
discus' these matters.
Your response is enclosed for the record.
The enclosed Appendix incorporates the changes discussed, correction of
administrative errors, and provides the errata for the final approved version
of the SALP Board Rcport.
Please insert corrected pages into the SALP report.
Also enclosed ere copies of the slides used during the July 7, 1988 meeting.
No reply to this letter is required; however, should you have any questions
concerning these matters, I will be pleased to discuss them with you.
