SEPTOPICSII-3.B.III-3.CANDISARTOPIC1.52(TACNO.60759) i SEP Topics II-3.B. "Flooding Potential and Protection Requirements," and .

III-3.C. "Inservice Inspection of Water Control Structures," and ISAR Topic 1.52, "Reactor Vessel Pressure Transient Protection (USI A-26) were open topics because Connecticut Yankee Atomic Power Company (CYAPCO) had not completed various actions committed to in the topic summaries. By Resident Inspection Report 50-213/88-03, the Residents at Haddam Neck have verified that CYAPCO has completed all actions necessary to close the above topics.

In particular, CYAPC0 has perfomed the following:

1) Topic II-3.8 - The AOP was changed to initialize flood protection measures  !

when the river reaches 16 feet MSL and there is a predicted crest above i 19 feet MSL. CYAPC0 also made several additional changes to the AOP j

recomended by the NRC,  !
2) Topic III-3.C - CYAPC0 implemented the following in early 1987: 1) hired l a civil engineer to oversee the Water Control Structures Inspection j Program, 2) reviewed Regulatory Guide 1.127 and developed several new a procedures, and 3) started a central file for the completed inspection and
maintenance procedures, and
3) Low Temperature Overpressure Protection - CYAPC0 took various actions to

, resolve open issues documented in NRC Inspection Reports 50-213/85-2, l 86-01, 87-06, 87-08, 87-21, and 87-27.

) These modifications were verified in Inspection Report 50-213/88-03 dated i

l April ?1, 1988. Therefore, the staff considers SEP Topics II-3.B and III-3.C ,

and ISAR Topic 1.52 to be complete. '
