REVIEW OF GEORGIA REGULATIONS

Good Morning Paull During my 1998 annual meeting with GA, I realized that we had never reviewed the latest GA regs for compatibility. This one fell through the cracks following the 1996 IMPEP and our D.7 procedure change.
To my knowledge, this reg review has not been entered into the OSP tracking system . ,
I have prepared a matrix for each FR notice and reviewed the GA regs as appropriate in accordance with the new D.7 procedure. I have discussed with Tom Hill and I have prepared adraft letter for your signature. Four comments were identified.
A copy of this e-mail along with copies of the matrices, and a copy of the GA regs are being placed in the surface mail for your files.

.We have reviewed the final Georgia regulations, Rules and Regulations or Radioactive '
Materials, Chapter 391-3-17 which became effective on May 6,1997. The regulations were reviewed by comparison to the equivalent NRC regulations in 10 CFR Parts 19,20, 30,34,35,36, and 71. This review covered all of your regulation rpvisions made since the February 16,1996 Integrated Materials Performance Evaluationfrogram review, and includes all NRC regulation changes needed by October 20,1998, ps published in the Federal Register (FR) notices, including Medical Administration of Radiation and Radioactive Materials (60 FR 48623). We also discussed our rev' w of the regulations with you on August 20,1998.
As a result of our review we have identified 4 comments, as e closed. Rules and Regs Dick, please compare 71.89 Opening procedures with .06(5)(a)2. page 6-7 &6-8. I believe we at least meet the essential objective.
Please compare 71.4 definition of package with our definition of package in .01(2)(qqq) page 1-9. We are essentially identical. It looks like we left out about four words. "B(M) refers to the need for multilateral (approval of international) shipments." and "A Type (B) approved before September 6,1983, was designated only as Type B." ( ) indicates words left out of our regs.
1, also, did not find a definition for " Low toxicity alpha emitters" although we use it several times in
.06(3)(l). And I was unable to find a definition of" Maximum normal operating temperature". We will add these during our next rule revision.
