We have completed our review of the draft security plan for the UCLA Nuclear Energy Laboratory, submitted by your letter dated September 30, 1976. Through the draft security plan, we have reviewed your concept of relegating many details of the existing plan to the status of written procedures. As you indicated, these procedures would be subject to C review and approval by a Laboratory Security Committee (LSC).

We find that the draft security plan is unacceptable since the necessary details required for an effective security plan have been removed. Mo re-over, by incorporating these details in written procedures, the LSC could make substantial changes in the security plan without prior approval or notification of the NRC.

I In view of the above, the security plan for the UCLA Nuclear Energy Laboratory should be maintained in the format of the presently applicable i

plan approved by our letter dated September 13, 1976.
