Dear Mr. Rouse:
Enclosed is Combustion Engineering's submittal for the renewal of our Windsor Nuclear Fuel Fabrication Facility license (License Number SNM-1067).
This renewal is being submitted not less than thirty (30) days prior to expiration of the existing license in accordance with the timely renewal doctrine specified in 10 CFR 70.33.
By this application, it is requested that License Number SNM-1067 be renewed for a period of five (5) years.
The application fee for renewal is being transmitted by Reference ( A).
Six copies of the enclosure are included herewith for your use in evaluating our renewal request.
This License Application has been revised to include our recent amendment request (Reference B) to incre e,e the weight percent of enriched uranium that can be processed from f_ 4.1% to < 5.0% U235.
In addition, License Conditions 11 through 22, where applicable, have now been incorporated into the License Application as requested.
Other revisions were also made consistent with the guidance provided in Regulatory Guide 3.52.
