SUBJECT:

Attached is a package I requested from the Pilgrim Project Manager on 4 FEMA's self-initiated review and interim finding on the offsite emergen-cy planning at Pilgrim. The botton line is that, "FEMA has concluded that Massachusetts offsite radiological emergency planning and prept. red-ress are inadequate to protect the public health and safety in the event of an accident at the Pilgrim Nuclear Power Station. Because of the changed circumstances discussed in the report, the finding of adequacy contained in FEMA's previous interin finding no longer applies and that interim finding is hereby superseded."

Pilgrim is in the refueling mode of operation and plans to startup in

early November 1987.

As per your suggestion. I will pursue this matter further with Dr. R.

Bellamy of Region 1. I will keep you abreast on this matter.
