i Pursuant to 10 CFR 50.90, commonwealth Edison proposes to amend Appendix A, Technical Specifications to Facility operating Licenses DPR-29 and I

DPR-30 to make several changes. The proposed changes clarify the applicability of the containment oxygen concentration and drywell torus differential pressure

Limiting Conditions for operation (LCO) and Surveillance Requirements.

i Additionally, the proposed changes provide clear action statements if the oxygen concentration or torus drywell differential pressure LCo's are exceeded.

similar changes were submitted on the Dresden Station Units 2 and 3 dockets on March 18, 1988. These changes have been patterned after the BWR Standardized Tech Specs and have been discussed with your staff at a January 11, 1988 l

The proposed changes have been reviewed and approved by both on-Site and off-Site review in accordance with Ccamonwealth Edison Company

i procedures. We have reviewed these proposed amendments in accordance with 10 f

CFR 50.92(c) and determined that no significant hazards consideration exist.

This evaluation is documented in Attachment 3.

4 Commonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter and its attachments to the designated State official.
