This refers to the special safety' inspection conducted by an NRC Emergency.

Operating Procedure (EOP)

Inspection Team on March 14 through April 6,1988,

of activities authori.ed by NRC Operating License No. NPF-42 for the Wolf Creek

Generating Station, anst to the discussion of our findings with you and other

members of your staff at the conclusion of the inspection.

The purpose of the inspection was to verify that your E0Ps are technically

accurate; that their specified actions can be meaningfully accomplished using

existing equipment, controls, and instrumentation; and that the available

procedures have the usability necessary to provide the operator with an

effective operating tool.

The enclosed copy of our inspection report identifies areas examined during the

inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

i

of NRC requirements, as specified in the enclosed Notice of Violation.
