Proposed Technical Specification Change Gentlemen:

Attachad are proposed license amendments for Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2 respectively. The proposed change seeks to extend the application of the F* criteria for the plugging of steam generator tubes beyond its current expiration (end of cycle five for each unit). i Accachment I contains the proposed changes to the Technical Specifications. At-tachment 2 contains the Justification and Safety Analydis in support of the pro-posed changes. Attachment 3 contains an analysis conforming to the standards contained in 10CTR 50.92 as required by 10CFR 50.91 which concludes that the pro- i I

posed amendments do not involve any Significant Hazards Considerations, l This request involves one application for amendment to McGuire's Technical Speci-fications. Accordingly, pursuant to 10CFR 170.21, a check for $150.00 is en-closed.

t McGuire Unit 1 is scheduled to enter its end of Cycle 5 refueling outage this fall, with a current scheduled shutdown date of October 14, 1988. To avoid any I potential delays in the outage, Duke requests approval prior to October 1, 1988  ;
