McGuire Nuclear Station Docket Nos. 50-369 and 50-370 Proposed Technical Specifications Changes Delta-T Incident Tech. Spec. Problem Areas (T.S. Table 2.2-1/4.2.3.5/ Table 4.3-1/ Table 3.3-1)

Gentlemen:

Attached (pursuant to 10CFR 50.4 and 50.90) are proposed license amendments to facility operating licenses NPF-9 and NPF-17 for McGuire Nuclear Sta'; ion Units 1 and 2, respectively. The proposed amendments correct several technical specifi-cation problem areas identified as a result of the evaluation of a gradual de-crease in indicated Delta-T incident at McGuire Unit 2, and correct an unrelated action statement wording error. These items are clarifications cf intent and do not involve relaxation of existing requirements. These revisions are being re-quested in order to avoid future interpretation problemo (other Delta-T incident problem areas are being addressed by previous submittals or administra*1vely with-in Duke Power) . Note that Duke has been administratively implementing the pro-posed requirements of the revisions to T.S. 4.2.3.5 and Table 4.3-1 since the McGuire incident.

Attachment I contains the . proposed technical specification changes. Attachment 2 l contains the justification and safety analysis to support the proposed changes.

Included in Attachment 2 (Attachment 2A) is the Licensee Event Report discussing the subject Delta-T incident. Pursuant to 10CFR 50.91, Attachment 3 provides the analysis performed in accordance with the standards contained in 10CFR 50.92 which concludes that the proposed amendments do not involve a significant hazards consi-deration, and Duke is forwarding a copy of this amendment request application and no significant hazards consideration analysis to the North Carolina Department of Human Resources. The proposed amendments have been reviewed and have been deter-mined to have no adverse safety or environmental impact.

Pursuant to 10CFR 170.3(y), 170.12(c), and 170.21, enclosed (check) is the license amendment application fee of $150.00.
