NRC MOTOR OPERATED VALVE INSPECTION 50-336/98-04

Dear Mr. Bowling:

This letter transmits the results of the NRC inspection conducted from

September 14-18,1998 at Millstone Unit 2. The inspection focused on areas important to

the public health and safety, and consisted of an in& pendent evaluation of the motor-

,

operated valve (MOV) program associated with NRC Generic Letter (GL) 89-10, " Safety-

Related Motor-Operated Valve Testing and Surveillance." At the conclusion of the

inspection, the preliminary findings were discussed with Mr. D. Amerine and members of

'

your staff on September 18,1998.

The NRC is closing its review of your program implemented under GL 89-10 based on the

'

commitments discussed in this inspection report, including: (1) Dynamically test a

,

'

duplicate valve to main steam isolation bypass valves 2-MS-65A/B under steam blowdown

conditions, and (2) Dynamically test auxiliary feedwater pump turbine trip throttle valve 2-

MS-464 during startup of Millstone Unit 2. We also understand that prior to or during

startup you intend to perform static tests of three feedwater system block valves to

confirm stem friction coefficient assumptions, and to test dynamically valves 2-FW-44,2-

MS-201, and 2-MS-202 to confirm current stem friction coefficient and load sensitive

behavior design assumptions. Significant items List (SIL) item 20 pertaining to your GL 89-

10 program remains open pending NRC review of the results of these tests (SIL ltem 20.1)

and your corrective actions to preclude pressure locking of containment sump isolation

valves 2-CS-16.1 A and 2-CS-16.18 (SIL item 20.7). We request that you inform us by

letter of the completion of the in-situ tests, including a summary of the results. Please

contact us promptly if your understanding of these commitments and test plans differs
