NRC INTEGRATED INSPECTION REPORT 50-369/98-08 AND 50-370/98-08 AND
Dear Mr. Barron:
On August 22, 1998, the Nuclear Regulatory Commission (NRC) completed an
inspection at your McGuire Nuclear Station.
The enclosed report presents the
results of that inspection.
During the six-week period covered by this inspection, your conduct of '
activities at the McGuire facility was generally characterized by safety-
conscious operations, sound engineering and maintenance practices, and careful
radiological work controls.
However, one violation with two examples of NRC
requirements was identified'and is cited in the enclosed Notice of Violation
(Notice).

The violation involved independent failures to ensure that the emergency core
cooling system (ECCS) was properly established and maintained free of
potential _ gas accumulation. We are concerned that a degraded condition was
i
not prevented during the system restoration process following maintenance and
modification work, and that the degraded condition was not identified for an
extended _ period during periodic ECCS venting.
The tircumstances surrounding
the violation are described in detail in the enclosed report.
Please note
that you are_ required to respond to this letter and should follow the
instructions specified in the enclosed Notice when preparing your response.
This licensee identified violation is cited and a response is required to
. allow us to better understand your long term corrective actions to preclude
repetition.
Further, we request that your response address any reviews you
'
have conducted to determine if other system venting procedures have similar
.

shortcomings. The NRC will use your response, in part, to determine whether
i
further enforcement action is necessary to ensure compliance with regulatory
requirements.
