Gentlemen:
This refers to the special announced inspection conducted by Region IV
personnel during the period July 25 through August 5.1988, of activities
authorized by NRC Operating License DPR-34 for Fort St. Vrain Nuclear
Generating Station, and to the discussion of our findings with members of

your staff at the conclusion of the inspection.
Areas examined during the inspection included status of Regulatory Guide 1.97
implementation, status of Generic Letter 83-28 implementation, followup of
previous inspection findings, followup of licensee event reports, and Part 21
report. followup. Within these areas, the inspection consisted of selective
,
examination of procedures and representative records, interviews with
i
personnel, and observations by the NRC inspectors.
The inspection findings are

During this inspection, it was found that certain of your activities were in
violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201
of the NRC's "Roles of Practice," Part 2, Title 10, Code of Federal
