The Nuclear Regulatory Comission (the Comission) has found that:

The application for amendment to the Catawba Nuclear Station, Unit 1 (the facility) Facility Operating License No. NPF-35 filed by the Duke Power Company acting for itself, North Carolina Electric Membership CorporationandSaludaRiverElectricCooperative,Inc.,(licensees) dated March 15, 1985, as supplemented August 7 and November 8. 1985, Harch 7, April 14, and September 18, 1986, March 16 and August 11, 1987, and April 7, 1988, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations as set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; I

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the heelth and safety of the public, and (ii) that such activities will be conducted in compliarce with the Comission's regulations set forth in 10 CFR Chapter I; D.

The issuance of this amendrent will not be inimical to the comon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have i

been satisfied.

Accordingly, the license is hereby amended by page changes to the Technical Specifications as indicated in the attachrents to this license amendrnent, and Paragraph 2.C.(2) of Facility Operating License No. NPF-35 is hereby amended to read as follows:

(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Anendment No. 44

, are hereby incorporated into the license.

The licensee shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

The Nuclear Regulatory Comissiun (the Comission) has found that:

The application for amendment to the Catawba Nuclear Station, Unit 1 (the facility) Facility Operating License No. NPF-35 filed by the Duke Power Company acting for itself, North Carolina Municipal Power Agency No.1, and Piedmont Municipal Power Agency. (licensees) doted March 15, 1985, as supplemented August 7 and November 8, 1985, March 7, April 14, and September 18, 1986, March 16 and August 11, 1987, and April 7, 1980, complies with the standards and requirements of the Atomic Energy Act of 19G4, as amended (the Act), and the Comission's rules and regulctions as set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comissior,'s regulations set forth in 10 CFR Chapter I; D.

3.6.5.2 The Ice 8ed Temperature Monitoring System shall be OPERABLE with at least two OPERABLE RTD channels in the ice bed at each of three basic elevations

(< 11', 30'9" and 55' above the floor of the ice condenser) for each one-third of the ice condenser.

APPLICABILITY:

MODES 1, 2, 3, and 4.

ACTION:

With the Ice Bed Temperature Monitoring System inoperable,' POWER a.

OPERATION may continue for up to 30 days provided:

The ice compartment lower inlet doors, intermediate deck doors, and top deck doors are closed; 2.

The last recorded mean ice bed temperature was less than or equal to 20 F and steady or decreasing ; and 3.

The ice condenser cooling system is OPERABLE with at least:

Twenty one OPERABLE air handling units, b)

Two OPERABLE glycol circulating pumps, and c)

Three OPERABLE refrigerant units.

Continuously monitored and determined closed by the Inlet Door Position Monitoring System, and b.

Demonstrated OPERABLE during shutdown at least once per 18 months l

by:

1)

Verifying that the torque required to initially open each door is less than or equal to 675 inch pounds; 2)

Verifying that each door is capable of opening automatically in that it is not impaired by ice, frost, debris, or other obstruction; 3)

Testing each one of the doors and verifying that the torque l

required to open each door is less than 135 inch pounds when the door is 40 degrees open.

This torque 's defined as the "door opening torque" and is equal to the naminal door torque plus a frictional torque component; CATAWBA - UNITS 1 & 2 3/4 6-44 Amenduent No. 44 (Unit 1)

Testing each one of the doors and verifying that the torque l

required to keep each door from closing is greater than 78 inch pounds when the door is 40 degrees open.

This torque is defined as the "door closing torque" and is equal to the nominal door torque minus a frictional torque component; 5)

Calculation of the frictional torque of each door tested in accordance with Specification 4.6.5.3.lb.3) and 4), above, The calculated frictional torque shall be less than or equal to 40 inch pounds.

i 4.6.5.3.2 Intermediate Deck Ocors - Each ice condenser intermediate deck door i

shall be-a.

Verified closed and free of frost accumulation by a visual inspection at least once per 7 days, and b.

Demonstrated OPERABLE at least once per 3 months during the first year after the ice bed is initially fully-loaded and at least once per 18 months thereafter by visually verifying no structural deterioration, by verifying free movement of the vent assemblies, and by ascertaining free movement when lifted with the applicable force shown below:

That no condensation, frost, or ice has formed on the doors or blankets which would restrict their lif ting and opening if required.
