SUMMARY

On July 29, 1988, representatives of Georgia Power Company (GPC) met with the NRC in the Region II Office in Atlanta, Georgia to discuss the Emergency Operating Procedures (EOP) and the Procedure Upgrade Droject (PUP) at Hatch Nuclear Plant.

GPC gave a presentation which provided the overall status of the E0P upgrade of the PUP program.

During the first half of the meeting, GPC presented its E0P improvement goals, the Hatch E0P philosophy, and the E0P improvement plan.

The E0P upgrade is being completed in four phases.

Phase One which includes improved production quality, concurrent containment control actions, enhanced training, and Shift Supervisor / Operator E0P evaluations has been completed.

Phase Two includes simplification of flowcharts; consolidation of end path manuals; improvement of the interface of Annunciator Response Procedures, Abnormal Operating Procedures, and Emergency Plan Implementing Procedures with E0Ps in the areas of containment and radiation control guidelines; human factors enhancements; limited parallel paths; use for immediate scram action placards; and revision of the E0P administrative control program.

This phase is scheduled to be completed in December 1988.

GPC also stated that documentation to justify differences between the Plant Specific Technical Guidelines and the E0Ps would be completed in Phase Two.

Phate Three includes the developement of a flowchart for containment control and radiation releases and the possible further simplification of the Reactor Pressure Vessel control flowchart.

It is scheduled for completion in June 1989. The scheduled completion date for Phase Four, Evergency Procedure Guidelines Revision 4 implementation, has yet to be dete rmined.

During the second half of the meeting, GPC presented the status of the PUP program. Completion of the upgrade of the technical specification surveillance procedures is scheduled for August 1988.

Upgrade of the engineering, health physics, chemistry, operations, and maintenance procedures is scheduled to be completed by December 1989.

A list of meeting attendees is provided in Enclosure 2, and copies of the handouts provided during GPC's presentation are given in Enclosures 3 and 4.
