Gentlemen:
Enclosed for your review, prior to our scheduled meeting of November 30, 1987,
is the SALP 7 Board Report for the Clinton Power Station, covering the pericd
of September 1, 1986 to August 31, 1987.
In accordance with NRC policy, I have reviewed the SALP Board assessment and
'
concur with their ratings.
It is my view that Illinois Power Company's conduct
of nuclear activities in connection with the Clinton Power Station is
acceptable and that management involvement is evident in improving perfonnance.
Specific areas I would like to highlight are:
1.
The Clinton Power Station has earned two category 1 ratings and no
category 3 ratings. The category 1 ratings were in the Preoperational
and Startup Testing functional area and the Licensing functional area.
2.
It is noted that Surveillance and Training and Qualification Effectiveness
are two new functional areas assessed during this rating period.

This is the first SALP issued for the Clinton Power Station since the plant
received an Operating license. As such the emphasis and functional areas
of this SALP are operationally oriented rather than construction oriented.

In reviewing the overall operational perfonnance, it is noted that many
favorable trends have been established in areas such as maintenance backlog,
past due preventative maintenance, and unplanned safety system actuations.
Areas requiring continued management attention are the number of personnel
errors associated with Licensee Event Reports, and poor enforcement history
particularly in plant operations and maintenance.
While you will have sufficient opportunity to present your coments at the
meeting on November 30, 1987, we also request any written coments within
30 days after the meeting. Upon receipt, your coments will be evaluated and
our conclusions relative to them will be provided to you.
In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2
Title 10, Code of Federal Regulation, a copy of this letter, the SALP Report,
and your response to this letter will be placed in the NRC Public Document
Room.
