This letter is to follow up my letters to you dated April 11, 1988, and May 6,1988, concerning Philadelphia Electric Carpany's (PECo) plans for self-assessment activities for our Limerick Generating Station - Unit 2.
PECo is presently Irtplementing the enclosed Readiness Verification Program (RVP) under the directicen of our Nuclear Quality Assurance Department The objective of the RVP !s to provide a mr aged program of Independent verifications and self-assessment activities that will provide additional confidence to PECo management that Limerick Unit 2 is ready to be iIcensed and safely operated.
The R9adlness Verification Program consists of two pr'Incipal elements that provide a ccrrorchensive, indepudsnt measure o'i Limerick Unit 2's readiness for operaticn. These elments are',
1.
Design and Construction Verification including the Independent Design ard Construction Assessment (IDCA), and 2.
Operational Readiness Verification.
The enclosed Readiness Verification Program description is provided for your Informatten. A detailed IDCA Program description was submitted to Dr. T. E. Murley of Nuclear Reactor Regulation on July 7, 19R8.
The IDCA's resulting Observation Reports erxj their dispositions will be followed to corpletion via this RVP.

i The Operational Readiness Verification focuses on the site's operations program effectiveness and ability to safely operate two nuclear units.
It includes reviews of the operator training programs, procedure develorrrent, review and revision programs, start-up programs, anintenance prograns, organizational Interfaces and other selected ope rat ional issues.
Philadelphia Electric Conpany would be pleased to discuss with you or provide further details of this progran at your convenience. We would further appreciate an opportunity to discuss the results of this program with you in the second quarter of 1989.
