ACKNOWLEDGMENT OF LETTER ADDRESSING REACTOR WATER LEVEL PROBE INOPERABILITY (TAC NOS. M96345 AND M96346)
Dear Mr. Ray:
1, a letter dated August 13,1996, Southern California Edison (SCE) informed the NRC staff of a 1
,- med course of action and compensatory measures being used to address operating without tno reactor water level probe (RWLP) during its replacement. Your letter noted that this course of action was being implemented under the provisions of 10 CFR 50.59.
The purpose of this letter is to acknowledge receipt of your letter and to acknowledge that you have determined that the proposed course of action and associated compensatory measures do not constitute an unroviewed safety question (USQ). Since no USQ is involved, under the provisions of 10 CFR 50.59 you may make the proposed changes in your facility without prior Commission approval. As such, the NRC staff will not conduct any prior review of your proposed course of action or compensatory measures, and provides no conclusion regarding the acceptability of either your 10 CFR 50.59 safety analysis, or of the safety analysis supporting the safety basis for your actions.
The staff may, however, review your 10 CFR 50.39 safety analysis in the course of the NRC inspection program.
