Enclosed for your review, prior to our scheduled meeting of December 21, 1987, is the SALP 7 Board Report for the Big Rock Point covering the period of April 1, 1986 to August 31, 1987. In accordance with NRC policy, I have reviewed the SALP Board Assessment and concur with their ratings. It is my view that your conduct of nuclear activities in connection with the Big Rock Point facility was acceptable, but that further management attention is required to assure that actions to improve perfomance continue to be effectively implemented. Specific areas I would like to highlight for your attention are: 1. The functional areas of Plant Operstions Surveillance, and Outages improved in performance. Plant Operations and Surveillance, which had received a Category 2 rating in the last SALP, were rated Category 1 in this assessment period. Perfomance in the Outage area improved from a Category 3 during the last assessment period to a Category 2 during this period as a result of increased management involvement. Perfomance in the areas of Emergency 'reparedness and Security declined 2. from a Category 1 rating during the previous SALP, to a Category 2 rating The decline in performance in the Emergency Preparedness during this SALP. area was largely due to a decrease in the licensee's response to NRC concerns while the decline in perfomance in the Security area was due to an increase in personnel errors and a decrease in effectiveness of some security equipment.
