DUKE TOPICAL QUALITY ASSURANCE PROGRAM This refers to your letter to this office dated December 6, 1985, which trans-mitted Artendment 10 of the Duke Power Company Topical Quality Assurance (QA) progras description (Duke-1) which proposed a change to your position on Regulatory Guide I.33.
In our correspordence da+ed January 15, 1986, we stated that we were evalu-ating Amendment 10. We have completed this evaluation. Mr. R. Justice and Mr. J. Davis were notified of the evaluation results in a telephone conversation conducted on January 31, 1986, with Mr. G. Belisle of my staff.
Specifically, your request described an alternate approach to the two-year review of operating procedures (Regulatory Guide 1.33 - 1976, Section 5.2.15).
In sumary, our evaluation concluded that:
The definition of a review is clearly stated in ANSI N18.7-1976, Administra-l l
tive Controls and Quality Assurance for the Operational Phase of Nuclear Power Plants, Section 2.2, Glossary of Terms. While the review of j
procedures every three years in lieu of two years is unacceptable, it would be acceptable to incorporate the review procesi described in ANSI /ANS 3.2 1982 i
Section 5.2.15 as an alternate to the process described in the 1976 edition.
In conclusion, we find the three-year review cycle unacceptable and recommend consideration be given to adupting the above alternate approach if you still believe the measures described in the 1976 edition too restrictive.
