Dear Hr. Hroczka:
SUBJECT:
MILLSTONE NUCLEAR POWER STATION, UNIT N0. 3 PHYSICS HETH000 LOGY FOR PWR RELOAD DESIGN (TAC NO. 66693)
By letter dated November 13, 1987, Northeast Utilities Service Company (NUSCO) has submitted Addendum 2 to NUSCO-152 entitled "Physics Methodology for PWR Reload Design." The purpose of this addendum is to demonstrate NUSCO's ability to perform PWR reload design using the Westinghouse physics methodology for the Hillstone Nuclear Power Station Unit No. 3.
We have reviewed this report which is the-benchmarking of the model to the zero power physics test data and operational data for Cycle 1 of Millstone Unit No. 3.
We find the methodology as presented in NUSCO-152 to be acceptable for use by NUSCO to perform physics analysis for the Millstone Nuclear Power Station Unit No. 3.
Our Safety Evaluation report is enclosed.
Sincerely, original signed by Robert L. Ferguson, Project Manager Project Directorate I-4 Division of Reactor Projects I/II Office of Nuclear Reactor Regulation
