CRITICALITY SAFETY PROGRAM UPDATE SEMI-ANNUAL STATUS REPORT Gentlemen:

Enclosed is the sixth status report on our Criticality Safety Program Update (CSPU), per our CSPU Plan dated September 20,1996. This program was undertaken to formalize and strengthen our criticality safety program, taking into account recognized industry standards. The commitment to submit quarterly status reports was changed to reporting on a semi-annual basis, as agreed to by your letter dated November 6,1997. The enclosed report covers the period from to March 31,1998 to September 30,1998.

Progress on the CSPU for this period has fallen behind schedule due primarily to diversion of resources. To address this, CE has contracted an additional criticality safety specialist and plans to be back on schedule by the next reporting period.

The scope of the recycle / recovery effort involves the completion of design basis documentation, analyses, and evaluations which are used as the primary input for the associated Integrated Safety Assessment (ISA). At this time, CE is approximately fifty percent complete with this collection ofinput data. Following completion of the input data, the Integrated Safety Assessment (ISA) can begin.
