Areas Inspected: Routine announced inspection of an irradiated reactor fuel shipment at a scheduled port of call, Port Elizabeth, Elizabeth, New Jersey.

The shipment was not off loaded at this port. The inspection included a review of the requirements for shipments of irradiated fuel by sea while docked at a U.S. part in a heavily populated area. Results: No violations were identified in the area inspected.

The results of the inspection were discussed by telephone between Mr.

Ravenscroft, Vice President, Edlow International Company and the inspector.

3. Background 2

Region I was notified by letter of January 23, 1986, from the licensee, that a shipment of irradiated reactor fuel in-transit by sea from Japso to the DOE Savannah River Plant, Aiken, South Carolina would make a scheduled stop at Port Elizabeth, Elizabeth, New Jersey. The shipment was scheduled for offloading upon arrival of the vessel in Wiimington, North Carolina.

1 The inspector determined, as described below, that the license followed 1 established procedures and NRC regulatory requirements for .the physical

protection of irradiated reactor fuel at a port of call.

! a. Verification that the vessel carrying the irradiated fuel was a

container ship.

. b. Verification that the vessel,while docked at Port Elizabeth which is

! within a heavily populated area,was protected by two armed escorts stationed at a location that permitted observation of the cargo area where the shipment was stored.

c. Verification that the armed escorts were equipped with radio communications capable of requesting assistance.

! d. Ver-ification that a' continuously staffed communications center had been established.

No deficiencies were identified in the areas inspected.
