Meeting Summary On April 21, 1988 you introduced Mr. Paquette, the new Chief Executive Officer of Philadelphia Electric Company (PECo) to me and becare familiar with the Region I office facilities including our Incident Response Center.
During our meeting Mr. Paquette confirmed the need for the March 1987 Peach Bottom Shutdown Order and confirmed PECo's commitment to cooperate openly with the NRC in resolving the issues which led to the Order. Your approach to assessing plant and management's readiness for the Peach Bottom restart and schedule reflect an understanding by top management of the magnitude of the job. I was encouraged by your commitment to an indepth self assessment fol-lowing completion of the restart tasks and a subsequent assessment of readiness by INPO. I understand that the results of both assessments will be used by PECo management prior to requesting NRC approval for restart.
I described the process for NRC review of the PECo restart plan, submitted in e response to the Order. A management panel including NRC regional and head-quarters representatives will direct the review of the PECo plan. After NRC questions have been addressed, a Safety Evaluation Report (SER) will be issued to indicate the staff's conclusions as to the acceptability of the PECo restart plan. Inputs to the NRC review will include appropriate questions and comments from the state and local officials and the public.
Following PECo's report to NRC on readiness of the facility to restart, the staff will conduct an Integrated Performance Assessment Team inspection to assess the effectiveness of the implementation of the restart plan. The resulting inspection report and the SER will form the basis for my recommen-dation to the commission regarding restart. The ultimate decision to allow restart will be made by the commission.
