- HATCH _ NUCLEAR PLANT, UNITS 1 AND 2, DOCKET NOS. 50-321 AND 50-366 This letter refers to the management meeting conducted, at our request, in the Region II Office on February 11, 1986.
This meeting was held to discuss Region II staff's assessment of plant maintenance activities from July (GPC) to 1, 1985 through January 1986, and improvements taken by Georgia Power Company upgrade maintenance.
Region II's concern regarding this area was derived from GPC's receipt of Category 3 ratings in the last two consecutive SALP Reports.
It is our opinion that the meeting was beneficial and has provided an under-standing of the actions taken in improving maintenance activities.

SUBJECT:
GEORGIA POWER COMPANY (GPC) BRIEFING ON PLANT MAINTENANCE PLANS AND PROGRAMS On February 11, 1986, GPC management met with the NRC Region 11 nanagement staff to discuss their maintenance program and plans at the Hatch facility.- GPC was invited to this meeting to discuss Region 11 staff's assessment of their plant maintenance activities from July 1,1985 through January 1986, and improvements taken by GPC to upgrade maintenance. The concern was derived from GPC's receipt of Category 3 ratings in the last two consecutive SALPs. The NRC reiterated the SALP report findings in the area of maintenance which similar weaknesses were addressed for the assessment periods ending October 31, 1983 and June 30, 1985..
They were the lack of identification of root causes and adherence to procedures.
Subsequent to the last SALP report, the NRC inspectors noticed that personnel l
errors continued to persist.
This observation was based on the review of licensee's maintenance work orders (MW0s), licensee event reports (LERs),
violations, and deficiency reports.
GPC acknowledged the NRC concorns and stated that they have taken action in determining root causes by use of trending analysis and are looking at performance indicators to more accurately identify the root cause. According to GPC, this method has proven to be effective in identifying root causes. GPC has stated that they expend considerable effort in identifying personnel errors to the NRC, and does more with their deficiency report '(DR) system than other utilities.
Furthermore, GPC pointed out that their current DR system has been implemented for approximately one year and has resulted in more written LERs.
The DR system was brought to the attention of plant working level personnel through training lessons, resulting in positive feedback whereby more DRs were being generated.
GPC has also stated that more problems were identified because they have performed more modification work, particularly in the areas of Appendix R and Equipment Qualification.
GPC has recognized a lack of procedural control in the maintenance area and has taken steps to improve in this area.
They are reviewing the adequacy of procedures and are placing emphasis on proce-dure compliance; plant management is conveying the importance and responsibility j
of maintenance work to the craft personnel.

FEB 2 8 19 fi GPC presented changes and improvements in such areas as procurement and materials controls, QA and QC support and overvieu programs, employment screening, maintenance technician training, and improved maintenance programs.
Improvement and innovative techniques were noted in the licensee's preventive maintenance program.
The GPC's preventative maintenance program is a combination of planned periodic maintenance and predictive maintenance programs.
The periodic mainte-nance program was upgraded and the predictive maintenance program was fully implemented in 1985.
In summary, the meeting was productive and beneficial to the NRC.
Another maintenance management meeting is planned four months from now.
The proposed subjects to be discussed in the forthcoming meeting were trending analysis of the DR system and a more detailed review of GPC's performance indicators in selected areas of maintenance, and how they compare tn NRC's assessment.
