OKONITE TAPE SPLICES FOR BRAIDWOOD STATION TO THE SAME APPLICATION AT BYRON STATION (TAC NOS. MA3525 AND MA3526)

Dear Mr. Kingsley:

By letters dated January 26,1995, and July 17,1995, Commonwealth Edison Company (Comed) provided an analysis to demonstrate environmental qualification (EO) of Okonite tape splices for

" local submergence" due to a line break accident at Braidwood Station. By letter dated November 13,1995, the NRC staff provided a Safety Evaluation (SE) which concluded that Comed had demonstrated qualification for partial submergence for the Okonite tape eplices at Braidwood. The limited acceptance applied only to power and control Okonite tape splices that are located in junction and pull boxes.

By letter dated July 30,1998, Comed proposed the application of the January 26,1995, and July 17,1995, submittals and the November 13,1995, SE for Byron Station. Comed stated that the application of Okonite tape splices at Byron Station is the same as that at Braidwood Station.

l The staff finds that the application of the previously approved qualification for Braidwood Station to the sama application at Byron Station is acceptable. As before, the only tape splices that are acceptable are those at Byron Station in power and control circuits located in junction and pull boxes Any other use of the Okonite tape splices in submerged EQ applications must be evaluated separately by the staff.
