Subject: Combined Inspection 50-277/85-44; EG-278/85-44

The findings of a routine safety inspection conducted by Messrs. J.11. Williams

and T. P. Johnson are being transmitted.

The NRC inspection for Unit 3,

Inspection Report 53-278/85-44, was performcd on December 7, l'J85 - January 31,

1986, and, fcr Unft 2, Inspection Report 53-277/85-44, was performed on

January 1, 19c6 - January 31, 1986, at the Peach Bottom Atomic Power Station,

Delta, Pennsy?vania. These findirgs were based on observation cf Activities,

interviews, measure;nents ind document reviews, and have been discussed with

Mr. R. S. Fleischaann of your staf f.

W1 thin tM scope of this inspection, no violations were noted. However, as

discussed in Detail 11 of the attachad inspection report, an apparent weakness

in the philadelphia Electric Cctrpany Quality Assurance Prograrh was observed.

The Philadelphia Electric Compary specification for obtaining quality control

inspector services does not re;uire the contractor to verify the validity of

education and experience claitred by inspector cardidates. We are concerned

t' at no verification of education and experience is required or conducted

relative to contracted quality control services.

In addition, as discussed in Detall 7 2 of the attached inspection report, an

apparent weakness in the Peach Bottom surveillance testing program was identi-

fled.

It appe,ars that neither the Peach Botten Technical Specifications nor

the Site Acalnistrative Procedures audress requirements or guidance regarding

actions to be taken relative to surveillancs tests which are overdue.

Further-

more, as di: cussed in Detail 4.4.1 of the attached inspection report a sur-

veillance test, ST 12.8, may not have been conducted during Unit 2 startup in

July 1985.

It appear:, that this occurrence is similar to the missed surveil-

lance tests identified in Inspection Report 50-277/35-29; 50-278/85-33. We are

concerned that management controls for the Peach Bottom surveillance testing

progra, may not be adequat.e with respect to control of overdue surveillance

tests and, in sone instances, tc the tracking of surveillance test cc.9pletion

status.
