Inspection Report No. 50-271/86-01

This refers to the routine resident safety inspection conducted by Mr. W. J. Raymond

of this office on January 2 - February 3,1986, at the Vermont Yankee Nuclear Power

Station, Vernon, Vermont.

The inspection consisted of observation of activities,

interviews with personnel and document reviews.

The results of the inspection are

described in the NRC Region I Inspection Report enclosed with this letter and were

discussed with Mr. P. J. Donnelly of your staff at the conclusion of the inspec-

tion.

No violations were identified within the scope of this inspection.

The enclosed inspection report discusses your actions to revise station alarm re-

spor.se procedures that will prescribe the appropriate operator actions in response

to a degraded grid voltage condition.

Based on discussions with the Operations

Superintendent, it is our understanding that you will complete actions to approve

and issue the alarm response procedures prior to startup from the present modifi-

cation outage.

If our understanding of this matter is incorrect, please advise

this office of your intentions within 10 days of your receipt of this letter.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of this

letter and the enclc.,ures will be placed in the NRC Public Document Room.
