APPENDIX A Kilbourn Engineering Company Docket No. 99901107/88-01 NOTICE OF VIOLATION As a result of the inspection conducted on July 11-15, 1988, and in acccidanct with Section 206 of the Energy Reorganization Act of 1974 and its implementir.9 regulation 10 CFR Part 21, the following violation was identified and categor>:w d in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C), 49 H

1. Section 21.21 of 10 CFR Part 21 dated October 31, 1986, states, in part, "Each... corporation... subject to the regulations in this part shall assure that each procurement document for a... basic component... specifies, when applicable, that provisions of 10 CFR Part 21 apply."

Contrary to the above, a review of purchase orders (PO) to vendors revealed that while 10 CFR Part 21 was imposed upon Kilbourn Engineering (KE), KE did not impose 10 CFR Part 21 requirements on P0s 10046 (February 3, j 1988) to Conam Inspection, 10062 (February 22,1908), to American Bolt Corocration, and 10065 (February 26,1988) to S. K. Williams.

This is a Severity Level IV violation (Supplement VII).
