ACRS REVIEW OF DIABLO CANYON ISSUES A disagreement exists between the NRC staff and NRC Inspector Isa Yin over technical issues arising from the Diablo Canyon licensee's design control measures fo. small

and large bore piping systems at the"plant.
These issues are based upon NRC inspections of the plant and related allegations received by the NRC, including those submitted by Mr. Charles Stokes.
The Commission requests that the Committee review this disagreement and advise the Commission on its resolution.
In particular, the Commission requests the Committee's advice on (a) the implications and the significance of the problems associated with design control measures'for small and large bore piping at the plant; and (b) the relation-ship and importance of these problems for low-power and

The Commissien would like to receive your report, or at least a status report on your review, by April 10, 1984.
