Gentlemen:

This refers to the inspection conducted by Mr. H. S. Phillips

during the period July 7 through August 2, 1988, of activities

authorized by NRC Construction Permits CPPR-126 and CPPR-127 for

the Comanche Peak Steam Electric Station, Units 1 and 2, and to the

discussion of our findings with you and other members of your staff

at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas

examined during the inspection.

Within these areas, the inspection

consisted of selective examination of proceduros and representative

records, interviews with personnel, and observations by the

inspectors.

During this inspection, it was found that certain of your

activitics appeared to be in violation of NRC requirements.

This

apparent violation is bein'; reviewed for appropriate enforcement

action.

An enforcement con"crence to discuss this item will be

scheduled.

Following the enforcement conference you will be

notified of the resolution of these findings.

In accordance with 10 CFR 2.790 of the Commission's regulations, a

copy of this letter and the enclosed inspection report will be

placed in the NRC Public Document Room.
