Subject:

Oyster Creek Nuclear Generating Station (OCNGS)

Docket No. 50-219 Facility Operating License No. DPR-16 License Amendment Request No. 263 Use of a Freeze Seal In accordance with 10 CFR 50.4(b)(1) and 10 CFR 50.59(c), please find the enclosed License

. Amendment Request for the Oyster Creek Nuclear Generating Station.

In preparation for the upcoming refueling outage scheduled to begin on September 26,1998, GPUN has identified an unreviewed safety question as defined in 10 CFR 50.59(a)(2). Outage contingency plans have been developed to perform maintenance on valve V-16 63 if unacceptable leakage is discovered during the course of the outage. The proposed activity involves isolating the Reactor Water Cleanup System from the Reactor Pressure Vessel by means of a temporary freeze seal. The proposed activity constitutes an unreviewed safety.

question in that it introduces a malfunction of a different type than has been previously evaluated in OCNGS Updated Final Safety Analysis Report (UFSAR). Accordingly, the purpose of this License Amendment Request is to revise Section 5.4.8 of the OCNGS UFSAR such that it

' incorporates the use of a freeze seal as a temporary part of the reactor coolant pressure j,

boundary. In order to support the upcoming refueling outage, GPUN requests that if the request is approved,' an implementation date of October 7,1998 be assigned.

j A summary of the proposed change is provided as Attachment I while the proposed changes to the OCNGS UFSAR are provided as Attachment 2. This request has undergone a safety review in accordance with Section 6.5 of the Oyster Creek Technical Specifications and has been g

evaluated under the criteria of 10 CFR 50.92.
